Heat-shrink tubing is made of polyolefin and shrinks at the ratio indicated (usually 2:1 or 3:1) when heat is applied; the best method for heat application usually is a heat gun, but a hair dryer will usually work well if a heat gun isn't available. The diameter specified is the diameter PRIOR to shrinking.
